Versão português : Através do IX Governo Constitucional, nos termos do artigo 22.º do Decreto-Lei n.º 46/2023, de 28 de julho, que estabelece a Orgânica do IX Governo Constitucional, é previsto o Ministério do Ensino Superior, Ciência e Cultura, sendo igualmente estabelecido pelo Decreto-Lei n.º 56/2023, de 6 de setembro. A Orgânica do Ministério do Ensino Superior, Ciência e Cultura define o seu papel como o departamento governamental responsável pela área do ensino e qualificação de nível superior.
O Ministério do Ensino Superior, Ciência e Cultura convocou a primeira reunião do ano de 2025, sob a execução do Orçamento de 2025, no Ministério do Ensino Superior, Ciência e Cultura, baseado no Decreto-Lei n.º 43/2024, de 20 de dezembro, que impõe a regra de execução orçamental. O objetivo desta reunião é discutir o orçamento do Ministério, de acordo com a legislação mencionada, uma vez que o presente diploma aprova regras relativas à execução do orçamento de 2025, com a limitação do aumento das despesas correntes.
Na qualidade de chefe de Gabinete, preocupa-me a execução do orçamento de 2025 no Ministério do Ensino Superior, Ciência e Cultura. Por isso, esta reunião tem como objetivo melhorar a execução orçamental deste ano, concretizando o princípio de eficiência e eficácia orçamental.
O Ministério do Ensino Superior, Ciência e Cultura (MESCC), através da Direção Nacional de Finanças, Planeamento e Orçamento (DNPFO), realiza o encontro sobre o plano de execução orçamental para o ano de 2025, com a participação do Chefe de Gabinete, Diretor-Geral, Inspetor-Geral, Diretores Nacionais e Equiparados, Chefes de Departamento, Ponto Focal de Finanças em cada Direção e Unidade, e Assessores Nacional e Internacional.
Este encontro é liderado por Sua Excelência, o Ministro do Ensino Superior, Ciência e Cultura, Dr. José Honório, com o objetivo principal de informar e orientar os dirigentes sobre o mecanismo de execução do Orçamento Geral do Estado (OGE) de 2025, em conformidade com o procedimento legal.
Na sua intervenção, Sua Excelência, o Ministro do Ensino Superior, Ciência e Cultura, destacou que a execução do orçamento no ano de 2024 foi satisfatória, conforme a percentagem alcançada. No entanto, sublinhou a necessidade de melhorar a qualidade da execução. Por isso, o Sr. Ministro apelou aos cargos de chefia para que executem o orçamento com seriedade, de acordo com o Decreto-Lei de execução em vigor, garantindo assim a boa execução do orçamento.
Por outro lado, o Diretor-Geral do Planeamento e Finanças, Sr. Hernani Viterbo da Costa Soares, salientou que a execução do OGE para as unidades orgânicas deve seguir o Decreto-Lei n.º 43/2024, de 20 de dezembro, bem como a execução do Orçamento Geral do Estado (OGE) 2025 e a circular que o Ministério das Finanças encaminha a todas as linhas ministeriais.
O Diretor-Geral apelou aos dirigentes e pontos focais de finanças em cada direção para elaborar o plano orçamental e o plano de aprovisionamento para o ano de 2025. Em regra, as entidades do Estado devem submeter o plano de execução orçamental à Direção-Geral do Tesouro do Ministério das Finanças até 31 de janeiro de 2025.

English Version: Through the IX Constitutional Government, under the terms of article 22 of Decree-Law nº 46/2023, of July 28, which establishes the Organization of the IX Constitutional Government, the Ministry of Higher Education, Science and Culture is provided for, and is also established by the Decree-Law No. 56/2023, of September 6th. The Organization of the Ministry of Higher Education, Science and Culture defines its role as the government department responsible for the area of higher education and qualifications.
The Ministry of Higher Education, Science and Culture convened the first meeting of the year 2025, under the execution of the 2025 Budget, at the Ministry of Higher Education, Science and Culture, based on Decree-Law No. 43/2024, of 20 December, which imposes the budget execution rule. The objective of this meeting is to discuss the Ministry’s budget, in accordance with the aforementioned legislation, since this diploma approves rules relating to the execution of the 2025 budget, with the limitation of the increase in current expenses.
As Chief of Staff, I am concerned about the execution of the 2025 budget at the Ministry of Higher Education, Science and Culture. Therefore, this meeting aims to improve this year’s budget execution, implementing the principle of budget efficiency and effectiveness.
The Ministry of Higher Education, Science and Culture (MESCC), through the National Secretariat of Finance, Planning and Budget (DNPFO), holds a meeting on the budget execution plan for the 2025 financial year, with the participation of the Chief of Staff, General Director, Inspector General, National and Equivalent Directors, Heads of Department, Finance Focal Point in each Directorate and Unit, and Advisors National and International. This meeting is led by His Excellency, Minister of Higher Education, Science and Culture, Dr. José Honório, with the main objective of informing and guiding managers on the execution mechanism of the 2025 General State Budget (OGE), in accordance with the legal procedure. In his speech, His Excellency, the Minister of Higher Education, Science and Culture, highlighted that the execution of the budget in 2024 was satisfactory, according to the percentage achieved. However, he stressed the need to improve the quality of execution. Therefore, Mr. Minister appealed to leadership positions to implement the budget seriously, in accordance with the current implementing Decree-Law, thus ensuring the proper execution of the budget. On the other hand, the General Director of Planning and Finance, Mr. Hernani Viterbo da Costa Soares, highlighted that the execution of the OGE for the organizational units must follow Decree-Law No. 43/2024, of December 20, as well as the execution of the General State Budget (OGE) 2025 and the circular that the Ministry of Finance forwards it to all ministerial lines.
The Director General appealed to directors and finance focal points in each directorate to prepare the budget plan and the supply plan for the year 2025. As a rule, state entities must submit the budget execution plan to the General Directorate of the Treasury of the Ministry of Finance until January 31, 2025.
